1. Organizing Authority and Venue
The 2004 Finn Gold Cup and Junior Finn Gold Cup will be held from February 12 to 20 in Rio de Janeiro, Brazil. The organizing Authority is Iate Clube do Rio de Janeiro (ICRJ), in conjunction with the Brazilian Finn Class Association (ABCF) and Brazilian National Authority (FBVM) on behalf of the International Finn Association.
The Regatta Center will be in Iate Clube do Rio de Janeiro - Av. Pasteur nº 333, Praia Vermelha, Rio de Janeiro, Brazil
2. Rules
A. The regatta will be governed by the Racing Rules of Sailing for 2001-2004 (RRS), except as any of these are altered by this Notice of Race or the Sailing Instructions.
B. The prescriptions of the Brazilian National Authority will not apply.
C. The regatta is designated as Category C in accordance with ISAF Appendix 1.
D. Boats may be required to display advertising of the event sponsor on the forward 25% of each side of the hull. Such advertising, if any, shall be affixed to the hull in accordance with the Sailing Instructions.
E. All competitors shall have personal flotation in accordance with RRS 1.2. Personal floatation shall be of a suitable size and certified by an internationally recognized authority or in writing by the MNA of the competitor.
F. Any Coach travelling to this event to coach is responsible for supplying a Country Flag for any countries for which they will coach. Such flag(s) must be displayed aboard any coach or support boat while afloat in the vicinity of the racing area.
3. Alterations to the Racing Rules
A RRS 62.2 and RRS 66 will be changed to shorten the times for requesting redress and for requesting that a hearing be reopened on the last day of racing.
4. Eligibility and Entry
A. Only competitors eligible in accordance with Finn Class Rules, who are current members of an IFA, recognized National Finn Association and who have completed on-site registration prior to February, 14th may compete.
B. The entry quota of Part D "Entry System for IFA Official Championships" of the Finn Class Rules will apply.
Entries must be submitted through National Finn Secretaries on the Official Entry Form no later than December, 31st 2003, to Iate Clube do Rio de Janeiro.
C. The Entry fee is US$ 150.00 ( one hundred and fifty dollars - US) and shall be paid upon arrival.
D. No entry is complete until it has been accepted by the Organizing Authority and the International Finn Association.
E. Measurement Certificates must be presented at on-site registration.
F. Additional Entry forms may be obtained from and any questions addressed to Iate Clube do Rio de Janeiro.

Scheduling Rules
A. No race will be started after 17:00 on the last day of racing (February 20th).
B. In the event of any day's sailing being lost, an additional race may be scheduled for the following day(s) to enable the lost race(s) to be sailed. A maximum of 2 races per day will be sailed.
6. Disclaimer
The Organizing Authority will require each competitor to sign a waiver for loss, damage or injury to persons or properties occurring in conjunction with the regatta or on the Iate Clube do Rio de Janeiro. The Organizing Authority and the International Finn Association, and their respective members, employees, officers and/or agents shall not be responsible for any loss, damage or injury that may occur to person or property whether ashore or at sea as a consequence of the participation of any boat.
7. Measurement
A. All boats shall undergo measurement of hulls, spars and sails as well as equipment checks according the Finn Class Rules (including item 10 of Part C "Major Championship Rules") unless otherwise decided by the IFA Chief Measurer. All measured equipment will be identified for the Championship. Only identified equipment may be used during the Championship.
B. All competitors shall hold a valid measurement and class registration certificate.
C. Each boat shall have a tow rope a minimum of 8 meters in length and of sufficient strength to tow several boats.
D. Boats may be re-measured at any time during the Championship.
8. Sailing Instructions
A. The Sailing Instructions will be available upon on-site registration.
9. Racing Area
A. Racing will be conducted in or outside of Guanabara Bay.
10. Courses
A. Courses will be as per the current IFA Championship Rules.
11. Scoring
A. The Low Point Scoring System, RRS A4, will apply, except that a boat may discard her worst race if five (5) or more races have been completed. Nine (9) races are scheduled, of which four (4) must be completed to constitute a series.
12. International Jury
A. In accordance with RRS 70.4 all decision of the International Jury shall be final.
13. Prizes
A. The perpetual trophy will be awarded to the winner. The Organizing Authority will provide prizes for the first ten (10) boats overall, the top 3 juniors and souvenir prizes for every competitor.
B. Daily prizes will be awarded to the skippers finishing first in each race.
14. Doping Control
A. For the purposes of doping control (in-competition testing), RRS Appendix 3, the event shall be deemed to start at 10:00 on the 12th of February.

C. Charter Boats:
Competitors wishing to charter boats should
send boat dimensions and engine power specifications in order for the Organizing Committee to contact local owners and reply to the interested parties with pricing, availability and specifications.

Host Club: Iate Clube do Rio de Janeiro. With 3 restaurants, swimming pool, complete gym, sailing stores and sailmakers, internet access and close to several hotels, 2 shopping malls and Copacabana Beach.
Transfer in and out of the airport: The Finn Gold Cup team will pick up all the participants on the airport and leave them at the hotels or apartments.
Meals: In the club, US$ 10,00 (complete buffet) and US$ 5,00 (menu varanda)

Obs. The Leme neighborhood is being recommended as the ideal place to stay because it is close to the Yatch club and also close to several interesting tourist locations. Leme comprises the beginning of the Copacabana neighborhood and shares the same beach, called Leme beach on the Leme tip and Copacabana beach on the rest of its extension.
Please be advised that the championship will take place in mid summer, during school vacations in Brazil and on Carnival season, so make your travel arrangements and reservations in advance.

C - Free accommodations
The Organizing Committee has arranged 40 bunks with the Brazilian Army, divided in 2 to 3 double bunks per room with bathroom, on the Forte da Urca military base, aprox. 1.5 km from the Iate Clube do Rio de Janeiro. Those accommodations will be available from 1 to 25 of February of 2004.
Priority will be given to national delegations, but everyone can apply.
Although gracefully making those accommodations available for free, the military authorities ask in return that the accommodations to be treated with care and respect. No breakfast or meal is included or available at the base.
